Fiscal policy and growth forecasts in the EU: are official forecasters still misestimating fiscal multipliers?

چکیده

Blanchard and Leigh (Am Econ Rev 103(3):117–120, 2013; IMF 62(2):179–212, 2014) find fiscal multipliers to be underestimated in the EU deep recession of early 2010s. Using two 2013–2018 datasets for 26 member states, assembled from Stability Convergence Programmes European Commission’s Spring Forecasts, this paper shows that multiplier estimates have been overestimated post-crisis period. Forecasters then are still not capturing accurately impact policy has on output growth rates misestimating a manner opposite reported by Leigh.

Demographic forecasts and fiscal policy rules

All quantitative evaluations of fiscal sustainability that include the effects of population ageing must utilize demographic forecasts. It is well known that such forecasts are uncertain, and some studies have taken that into account by using stochastic population projections jointly with economic models. We develop this approach further by introducing regular demographic forecast revisions tha...

Fiscal Multipliers in Japan

In this paper, we estimate government purchase multipliers for Japan, following the approach used previously for a panel of OECD countries (Auerbach and Gorodnichenko, 2013). This approach allows multipliers to vary smoothly according to the state of the economy and uses real-time forecast data to purge policy innovations of their predictable components. For a sample period extending from 1960 ...

Fiscal Rules and Fiscal Performance in the EU and Japan

Commentary: Fiscal Policy and the Fiscal Position

As economics has developed, a number of different fiscal principles have been suggested. Perhaps the oldest principle was that the Government should balance its books. This principle was adopted by the 1979 Conservative Government but they delivered a budget in balance or in surplus only in 1988/89 and 1989/90. The same principle has been adopted in the Stability and Growth Pact, albeit with an...

Fiscal Policy Multipliers in an RBC Model with Learning∗

Using the standard real business cycle model with lump-sum taxes, we analyze the impact of fiscal policy when agents form expectations using adaptive learning rather than rational expectations (RE). The output multipliers for government purchases are significantly higher under learning, and fall within empirical bounds reported in the literature, which is in sharp contrast to the implausibly lo...
